From 19 October 2026, eligible UK TikTok Shop sellers can list in 12 EU countries from their existing account, and a pilot group has had access since 21 September. Selling there means EU VAT on every order, a €3 customs duty on each item in parcels under €150, a new EU parcel handling fee due by 1 November, postage you book and pay for yourself unless you hold stock in the EU, and a returns address in the EU or a bill from TikTok for the returns it handles. Work out those costs on one typical order before you switch the feature on.
What TikTok has announced
TikTok's UK seller guide to Sell Across EU lists the markets: Germany, Italy, France, Spain, Poland, the Netherlands, Belgium, the Czech Republic, Austria, Greece, Portugal and Hungary. Eligibility is assessed automatically rather than by application. You need an active UK shop in good standing, with no high-risk watchlist or probation status, sales in the last 30 days and no significant negative balance. If you qualify, the option appears in your seller dashboard; you confirm your details, upload the extra documents the EU markets need and go through a validation review. TikTok treats it as a new application that does not affect your UK shop.
The dates come from TikTok's announcement to sellers, reported by ChannelX: a selected pilot from 21 September and general availability from 19 October. On the same dates, sellers in eight EU countries gain access to UK buyers, shipping their own orders, so expect more EU competition on TikTok Shop UK from October as well.
Two things are missing from the guide. Commission rates for EU sales have not been published, and the guide says nothing about VAT, IOSS or customs beyond telling sellers to "regularly review the official EU guidance or consult a professional advisor". Both gaps sit on your side of the ledger.
Shipping and returns are yours
The default fulfilment model is "Ship by Seller". You choose the courier, pay for the label and deal with the customer if delivery goes wrong. "Ship by TikTok" is only offered to sellers who already operate an overseas warehouse. Orders must be confirmed within two working days and handed to the courier within seven, with delivery deadlines that vary by route.
Returns follow the UK process with one change: you must nominate a return warehouse in an EU country. If you have no EU address and do not choose "Refund Only", returned items go to TikTok Shop's own returns warehouse and, in TikTok's words, "You will be charged for the costs TikTok Shop incurs". For a low-value product, "Refund Only" (the customer keeps the item and gets their money back) is usually cheaper than paying to bring it back, but it needs building into the margin.
The VAT position
Every order you send from the UK to an EU consumer is an import into the EU. Under the EU's ecommerce VAT rules, when an online marketplace facilitates the sale of goods imported from outside the EU in a consignment worth €150 or less, the marketplace is treated as the supplier for VAT and accounts for it, normally through the Import One Stop Shop (IOSS). That is how Amazon, eBay and Etsy already handle UK sellers' EU sales below €150. TikTok has not yet confirmed in its guide that it will do the same for Sell Across EU, so check the VAT wording in Seller Center before your first EU listing goes live and keep a copy of it.
Above €150 the marketplace rule does not apply. Import VAT and duty are due in the destination country, and unless you have arranged to pay them (delivered duty paid) the customer is asked to pay at the door, which is where refused parcels and refund requests come from. If you hold stock in an EU warehouse and ship from there, the sale is a domestic or intra-EU supply and you need an EU VAT registration and, for cross-border sales within the EU, the One Stop Shop (OSS). None of this changes your UK VAT return: an export to an EU consumer is zero-rated for UK VAT provided you keep proof of export.
Customs costs you cannot avoid
Since 1 July 2026 the EU has charged a flat €3 customs duty on each item in a business-to-consumer parcel worth under €150, replacing the old duty exemption. It is charged per item classification, so a parcel with three different products carries €9. Italy adds a €2 customs administration fee on non-EU parcels from 1 October 2026, currently collected from the recipient. Royal Mail's EU trade guidance sets out the dates and the requirement, from 1 November, for every item on a customs declaration to carry a structured product identifier such as a SKU, listing ID or manufacturer code.
On 16 September the European Parliament gave final approval to the wider customs reform the Council signed off on 3 September. Member states must apply an EU-wide handling fee on small parcels from non-EU sellers by 1 November 2026, at a level the Commission will set before then. Non-EU platforms and distance sellers become the goods' importer, responsible for customs data, duty and product compliance, and must be established in the EU or appoint an EU representative. Repeat non-compliance can be fined up to 6% of the previous year's import value. TikTok's guide already puts GPSR, EPR for packaging and batteries and category rules on the seller.
A worked example
Take a £20 accessory that costs you £6 to buy and £3 to post in the UK, leaving about £8 after UK commission and payment fees. Sell the same item to a customer in Germany under Sell Across EU.
- German VAT at 19% inside a £20 price is about £3.20, whether TikTok collects it through IOSS or you build it in.
- The €3 EU duty is about £2.60.
- Tracked international postage from the UK is £7 to £9 for a small parcel, against £3 at home.
- The November handling fee is unknown, and TikTok's EU commission rate is unpublished.
Before commission, that £8 has become a loss of about £2 to £4. The item either needs a higher EU price, a cheaper shipping route or EU-held stock, or it should not be listed in the EU at all. Run the same sum for your five best sellers before the 19 October launch, not after the first month's EU settlement arrives.
Bookkeeping: two settlement streams
TikTok states that "the payment Settlement Periods for the UK and EU shops are evaluated independently". In practice that means a second stream of payouts, in a different settlement cycle and possibly a different currency, with its own commission, refunds and returns costs to reconcile. Set the EU shop up as a separate sales channel in your accounting software from day one, agree with your accountant how EU sales, IOSS VAT (if TikTok collects it) and customs costs will be recorded, and keep the export evidence for every parcel to support the zero rating on your UK VAT return.

Do I need to register for VAT in the EU to use TikTok Shop Sell Across EU?

Who pays the €3 EU customs duty on TikTok Shop orders?
The duty is a cost of getting the parcel into the EU. Depending on how the order is set up it is paid by you through the carrier, collected from the customer at the door, or handled by the platform where it acts as importer. Whoever pays, it comes out of the same £20, so price for it.
What happens to returns from EU customers?
You must give an EU return address or choose "Refund Only". Without either, TikTok routes the return to its own warehouse and charges you the cost. For most low-value items, Refund Only is cheaper than paying for the item to travel back.
